The idea of this tutorial is not to cling to the values presented in the tools and filters, as this may be different in each image. I even had difficulty reproducing the result, since I do not remember step by step, but I think I came close.
To create the parrot ice the first step is to choose the image

the idea of next steps is to enhance the details keeping colors. I did this by manipulating the colors "black", "white" and "Neutrals". This can be different and not required in other images

Here I give a bluish tint to the ice

Now I use the eraser tool to give a bit of transparency in some parts of the ice

In this case I still need to accentuate the white so I increased the brightness and contrast
