In this particular, case I wanted another head for the dog, so I used another image.

I also wanted to use the eyes of the first image, so I created a new layer above everything with just the original eyes. I did the same for the nose and mouth that will appear over the layers of popcorn.

On a new layer just above the new head, I superimposed popcorn over the entire body of the dog.

The next step is to paint shadow (with burn tool) on the popcorn layer to distinguish the parts of the dog.

For some parts, like the arm, I selected similar shapes from the mountain of popcorn to match the parts of the dog.

When everything is done, just add a background and shadows.
