You're right, full view didn't improve it, making it very hard to critique.

The background looks very dry considering the heavy rain and is the umbrella coming out of his head?...

A larger version would have helped, of course. But the rain effect strikes me as pretty good -- I can certainly tell that the umbrella is working, which would seem to be the point.
